The Facts
Delivering clean water to a household sounds like the easier half of modern plumbing than safely disposing of what leaves it. Read the Joint Monitoring Programme's modeled estimate for each reporting economy and that intuition holds in most places — and breaks in 37 of them.
The United Nations set a single 2030 deadline for two targets under Sustainable Development Goal 6: safely managed drinking water for everyone (target 6.1) and safely managed sanitation for everyone (target 6.2). We pulled the 2024 estimates the WHO/UNICEF Joint Monitoring Programme reports for both — published as World Bank indicators SH.H2O.SMDW.ZS and SH.STA.SMSS.ZS, release dated 13 July 2026 — for every economy carrying a 2024 value on each, 123 in all after excluding the World Bank's regional and income-group aggregates. That panel is the Bank's non-aggregate list, which alongside sovereign states includes a few territories and non-sovereign economies (Puerto Rico and American Samoa among them), so we call it countries and economies, not countries. In 83 the water figure is higher; in 37 sanitation is; 3 tie.
Globally the two halves look settled: 73.67% of people had safely managed drinking water in 2024 and 58.50% safely managed sanitation — water ahead by about 15 points. Country by country the lead flips — but the two directions are lopsided: the widest water leads clear 70 points, while the widest sanitation lead reaches only about 37. Morocco reports 79.98% safely managed water against 8.42% sanitation, a 71-point lead for water; Armenia (82.07% vs 10.74%) and North Macedonia (80.79% vs 12.11%) sit just behind. In the other direction, Nepal reports 16.49% water and 53.41% sanitation — a 37-point lead for the pipe most people would call the harder one to build — trailed by Lao PDR (35.19% vs 71.38%), Tuvalu (8.72% vs 39.71%), Malawi (18.18% vs 46.15%) and Mongolia (43.36% vs 69.95%).
Across the 123, the median economy's water figure sits 4.4 points above its sanitation figure; the mean gap, 7.2, is pulled up by the handful of 70-point water leads. Thirty-three of the 123 clear 90% on both halves; 30 sit below 50% on both.
The Analysis
The following is analysis, not fact. The flip does not cleanly sort by income. The sanitation-ahead group holds low-income countries (Nepal, Malawi) and middle-income ones (Mexico, Mongolia, Tunisia) alike; several of the widest water leads are middle-income too (Morocco, Armenia, Colombia, Serbia). Across these examples, wealth alone does not tell you which half an economy leads on — though this panel is not a formal test of income as a predictor, and none was run here. mmodeled
What may separate the two is how the JMP defines each rung. Safely managed drinking water requires an improved source that is on the premises, available when needed, and free from fecal and priority chemical contamination — three tests a piped-but-intermittent or contaminated supply can fail even where nearly everyone has a tap. Safely managed sanitation can be met without a sewer at all: an improved, unshared facility whose waste is safely contained and disposed of on site also counts. A country that scaled household latrines faster than it could certify water quality can therefore lead on sanitation; one with universal taps but sewage that is collected and left untreated can lead on water. That is a reading the pattern is consistent with, not a mechanism these two numbers isolate — no water-quality or treatment variable was joined here, and no competing predictor was modeled. sspeculative
The whole-record point is smaller than any single country and harder to see one country at a time: two targets written under one deadline, meant to be read together, do not move together. No single plumbing story fits all 123.
Room for Disagreement
These are modeled JMP estimates, not censuses; the safely managed rung in particular layers in water-quality and safe-disposal data that many countries estimate rather than directly measure, so it carries real uncertainty. The larger caveat is the denominator: only 123 countries and economies report a 2024 safely managed value on both halves — many low-income states can estimate basic service but not the safely managed level, so this panel tilts toward countries with the monitoring capacity to be measured, and the fuller global picture could differ. And a gap is not a contradiction: the two indicators track different service chains, so a country can rationally be further along on one than the other. One way to read the divergence is as the economics of two kinds of infrastructure — networked collection and treatment versus on-site containment — rather than as evidence anyone failed to prioritize. mmodeled
